Part 6: Lists, Lists, Lists


The UNORDERED LIST...


The Unnumbered List is the first of the three types of lists. This is probably the most common list you will use.


Example of an Unordered List...

Notice the Bullet Before each List Item. Now here is the HTML Code for the Unordered List Above...

The <ul> tag is the opening Unordered List Tag. Therefore, the </ul> is the closing tag. Between these two tags you place LIST ITEMS, each one having an individual <li> opening tag, and an optional </li> closing tag. There is no limit to the number of List Items you may have in a single list.

The ORDERED LIST...


The Ordered List, also known as the Numbered List, is very similar in structure to the unordered list, except each list item has a number in front of it, instead of a bullet. Also, the opening tag for the list is <ol> instead of <ul>, and the closing tag is </ol> instead of </ul>. List Items within the list still use the same tags.

The Definition List...


This type of list is a little more complicated, but still very easy to use. This list starts with the <dl> opening tag, and ends with the </dl> closing tag. This has another tag known as <dt> for Definition Term, and <dd> for Definition Definition. These two tags do not need closing tags.

Part 5: Links and Images


Without Links, the World Wide Web wouldn't be a web at all! To add a link... you will use the <a href="location"> opening tag and </a> closing tag. Whatever appears between these two tags will become underlined and colored, and if you click on the underlined text it will send the browser to the location within the quotes.

Note: Although Links are usually used to send people to other web pages, you may also use it to send email to a specific address by using a location of mailto:user@host.

In-line Images...


You may also add images (pictures) to your web page, as long as the image is in the .gif or .jpg (or .jpeg) file formats. You will not be able to use .bmp format files! The basic tag for in-line images in <img src="location">. It is also recommended to add HEIGHT and WIDTH attributes to the IMG tag, which will allow the image to take proper proportions on a browser that is not currently viewing images. It is also recommended to use the ALT="what picture is" to tell a person what a picture is in case it is still loading or they are not viewing images. (The IMG tag has no closing tag!)

Combining Links and Images...


Many times you may want to have an image that is linked, so that if someone clicks the image, they will be taken to another page.
This is rather simple- you just need to place the IMG tag within the A HREF tags.

You may also use the ALIGN tags with images!

When an image is also a link, it has a border around it by default. You can control the width of the border - or turn it off completely - by using border=n within the img tag. n is the width of the border (n = 0 for no border).

Part 3: More Common Tags


Paragraphs...


You will often use paragraphs in HTML, just as you do when you write stories. The opening tag for a paragraph is <p>, and the closing tag is </p>. The closing tag for a paragraph is not always needed, but I recommend using it anyway.

Text Formatting Properties...


If you had an entire web page without formatted text, it would look rather dull and boring.
This is why we use text formatting tags.
Some common text formatting tags are:

<b> and </b> for bold,

<i> and </i> for italics,

<u> and </u> for underlined, and

<tt> and </tt> for typewriter.



Text Formatting Properties...Font Tags


The <font size=n> and </font> tags come in handy.

n is the number of font points by which to change the size of the current font.

n can be positive or negative: a positive number will increase the font size, and a negative number will decrease it.

n can also be an absolute number, indicating an absolute size for the font (not a relative size).

ALIGN attributes...


Many tags support ALIGN attributes... if you want something to be aligned from the left margin, from the center, or from the right margin. The ALIGN attribute is placed in the opening tag before the >.

The Line Break...


When your HTML document is viewed, normally the text will do a word-wrap at the end of a line. If you want to have the text BREAK (go to another line) you will use the <br> tag. This tag has no closing tag.

If you wish to have text line up properly (a.k.a. fixed width text) that will include line breaks without the use of the <br> you may find the <pre> and </pre> tags helpful.

Part 2: The Common Tags


Headings...


Headings are some of the most important tags within the BODY of your HTML document. You will usually use a heading to tell what the following section of your page is about. The opening tag for a heading is <hy> and the closing tag is </hy> with y being the size of the heading... from 1 to 6. (1 being largest, and 6 being smallest)

Horizontal Ruled Lines...


Horizontal Ruled Lines are used to separate different areas of a web page. The tag for a horizontal ruled line is <hr>. The horizontal ruled line DOES NOT have a closing tag. You may also add certain attributes to the <hr> tag, such as WIDTH=n (for fixed pixel width) or WIDTH=n% for a certain percentage of the screen wide, SIZE=n to make the line a certain pixel amount thick, and NOSHADE to turn the line's shading off. A plain <hr> with no attributes will make the line the full width of the screen.

Part 1: The Basics


Tags...


The Page you are viewing right now is an HTML document. HTML documents look a lot like word-processing documents...


You can have bold and italicized, Larger and Smaller, or it could look type-written.



Of course, the HTML code for this can look confusing...




You can have <b>bold</b> and <i>italicized</i>, <font size=+2>Larger</font> and <font size=-2>Smaller</font>, or it could look <tt>type-written</tt>.





So what are all these "<" and ">" things doing here? When you place a certain thing within these you are making something known as a tag. For example the <b> tag is saying to start bold text, and the </b> tag is saying to stop bold text. The tag with the slash (/) is known as the closing tag. Many opening tags require a following closing tag, but not all do. Tags make up the entire structure of an HTML document.

Here are two pieces of HTML code, the second of the two has an error in it, what is it?



#1 - Syudas jumped OVER the fence.

#1 - Syudas jumped <b>OVER</b> the fence.

#2 - Syudas jumped UNDER the fence.

#2 - Syudas jumped <b>UNDER<b> the fence.



You should have noticed that the second code is missing a slash (/) in the tag after the word UNDER, which causes the web browser to interpret the code as leaving the bold face on! This is a common error, so be careful of it!



Note: Tags in HTML are NOT case sensitive. For example... <title> and <TitLE> both mean the same thing and are interpreted as being the same.


Document Structure...


HTML files are just normal text files... they usually have the extension of .htm, .html, or .shtml. HTML documents have two (2) parts, the head and the body. The body is the larger part of the document, as the body of a letter you would write to a friend would be. The head of the document contains the document's title and similar information, and the body contains most everything else.

You may find it easier to read if you add extra blank lines such as follows...

Note: Extra spaces and line breaks (blank lines) will be ignored when the HTML is interpreted... so add them if you wish to do so.


Whatever falls between the TITLE tags will be the title of the document, when the page is viewed it is usually found in the title bar at the top of the screen. [Note: You may NOT use other tags within the TITLE tags (Example: You cannot have the code read: <title><b>title goes here</b></title>.]

Momentum Ekonomi Syariah Sebagai Solusi


Krisis keuangan Amerika Serikat saat ini, mulai merambah ke berbagai negara, termasuk Indonesia. Pada tanggal 8 Oktober 2008, kemaren, IHSG tertekan tajam turun 10 %, demikian pula Nikken di Jepang jatuh lebih dari 9 %. Hampir semua pasar keuangan dunia terimbas krisis financial US tersebut. Karena itu para pengamat menyebut krisis ini sebagai krisis finansial global. Krisis keuangan global yang terjadi belakangan ini, merupakan fenomena yang mengejutkan dunia, tidak saja bagi pemikir ekonomi mikro dan makro, tetapi juga bagi para elite politik dan para pengusaha.

Dalam sejarah ekonomi, ternyata krisis sering terjadi di mana-mana melanda hampir semua negara yang menerapkan sistem kapitalisme. Krisis demi krisis ekonomi terus berulang tiada henti, sejak tahun 1923,1930, 1940, 1970, 1980, 1990, dan 1998 – 2001 bahkan sampai saat ini krisis semakin mengkhawatirkan dengan munculnya krisis finansial di Amerika Serikat . Krisis itu terjadi tidak saja di Amerika latin, Asia, Eropa, tetapi juga melanda Amerika Serikat.

Roy Davies dan Glyn Davies, 1996 dalam buku The History of Money From Ancient time to Present Day, menguraikan sejarah kronologi secara komprehensif. Menurut mereka, sepanjang abad 20 telah terjadi lebih 20kali kriss besar yang melanda banyak negara. Fakta ini menunjukkan bahwa secara rata-rata, setiap 5 tahun terjadi krisis keuangan hebat yang mengakibatkan penderitaan bagi ratusan juta umat manusia.

Pada tahun 1907 krisis perbankan Internasional dimulai di New York, setelah beberapa decade sebelumnya yakni mulai tahun 1860-1921 terjadi peningkatan hebat jumlah bank di Amerika s/d 19 kali lipat. Selanjutnya, tahun1920 terjadi depresi ekonomi di Jepang. Kemudian pada tahun 1922 – 1923 German mengalami krisis dengan hyper inflasi yang tinggi. Karena takut mata uang menurun nilainya, gaji dibayar sampai dua kali dalam sehari. Selanjutnya, pada tahun 1927 krisis keuangan melanda Jepang (37 Bank tutup); akibat krisis yang terjadi pada bank-bank Taiwan.

Pada tahun 1929– 30 The Great Crash (di pasar modal NY) & Great Depression (Kegagalan Perbankan); di US, hingga net national product-nya terbangkas lebih dari setengahnya. Selanjutnya, pada tahun 1931 Austria mengalami krisis perbankan, akibatnya kejatuhan perbankan di German, yang kemudian mengakibatkan berfluktuasinya mata uang internasional. Hal ini membuat UK meninggalkan standard emas. Kemudian1944 – 66 Prancis mengalami hyper inflasi akibat dari kebijakan yang mulai meliberalkan perekonomiannya. Berikutnya, pada tahun 1944– 46 Hungaria mengalami hyper inflasi dan krisis moneter. Ini merupakan krisis terburuk eropa. Note issues Hungaria meningkat dari 12000 million (11 digits)hingga 27 digits.


Pada tahun 1945– 48 Jerman mengalami hyper inflasi akibat perang dunia kedua.. Selanjutnya tahun 1945 – 55 Krisis Perbankan di Nigeria Akibat pertumbuhan bank yang tidak teregulasi dengan baik pada tahun 1945. Pada saat yang sama, Perancis mengalami hyperinflasi sejak tahun 1944 sampai 1966. Pada tahun (1950-1972) ekonomi dunia terasa lebih stabil sementara, karena pada periode ini tidak terjadi krisis untuk masa tertentu. Hal ini disebabkan karena Bretton Woods Agreements, yang mengeluarkan regulasi di sektor moneter relatif lebih ketat (Fixed Exchange Rate Regime). Disamping itu IMF memainkan perannya dalam mengatasi anomali-anomali keuangan di dunia. Jadi regulasi khususnya di perbankan dan umumnya di sektor keuangan, serta penerapan rezim nilai tukar yang stabil membuat sektor keuangan dunia (untuk sementara) "tenang".


Namun ketika tahun 1971 Kesepakatan Breton Woods runtuh (collapsed). Pada hakikatnya perjanjian ini runtuh akibat sistem dengan mekanisme bunganya tak dapat dibendung untuk tetap mempertahankan rezim nilai tukar yang fixed exchange rate. Selanjutnya pada tahun 1971-73 terjadi kesepakatan Smithsonian (di mana saat itu nilai 1 Ons emas = 38 USD). Pada fase ini dicoba untuk menenangkan kembali sektor keuangan dengan perjanjian baru. Namun hanya bertahan 2-3 tahun saja.

Pada tahun 1973 Amerika meninggalkan standar emas. Akibat hukum "uang buruk (foreign exchange) menggantikan uang bagus (dollar yang di-back-up dengan emas)-(Gresham Law)". Pada tahun 1973 dan sesudahnya mengglobalnya aktifitas spekulasi sebagai dinamika baru di pasar moneter konvensional akibat penerapan floating exchange rate sistem. Periode Spekulasi; di pasar modal,uang, obligasi dan derivative. Maka tak aneh jika pada tahun 1973 – 1874 terjadi krisis perbankan kedua di Inggris; akibat Bank of England meningkatkan kompetisi pada supply of credit.

Pada tahun 1974 Krisis pada Euro dollar Market; akibat west German Bankhaus ID Herstatt gagal mengantisipasi international crisis. Selanjutnya tahun 1978-80 Deep recession di negara-negara industri akibat boikot minyak oleh OPEC, yang kemudian membuat melambung tingginya interest rate negara-negara industri.

Selanjutnya sejarah mencatat bahwa pada tahun 1980 krisis dunia ketiga; banyaknya hutang dari negara dunia ketiga disebabkan oleh oil booming pada th 1974, tapi ketika negara maju meningkatkan interest rate untuk menekan inflasi, hutang negara ketiga meningkat melebihi kemampuan bayarnya. Pada tahun 1980 itulah terjadi krisis hutang di Polandia; akibat terpengaruh dampak negatif dari krisis hutang dunia ketiga. Banyak bank di eropa barat yang menarik dananya dari bank di eropa timur.

Pada saat yang hampir bersamaan yakni di tahun 1982 terjadi krisis hutang di Mexico; disebabkan outflow kapital yang massiveke US, kemudian di-treatments dengan hutang dari US, IMF, BIS. Krisis ini jugamenarik Argentina, Brazil dan Venezuela untuk masuk dalam lingkaran krisis.

Perkembangan berikutnya, pada tahun1987 The Great Crash (Stock Exchange), 16 Oct 1987 di pasar modal US & UK.Mengakibatkan otoritas moneter dunia meningkatkan money supply. Selanjutnya pada tahun 1994 terjadi krisis keuangan di Mexico; kembali akibat kebijakan finansial yang tidak tepat.

Pada tahun 1997-2002 krisis keuangan melanda Asia Tenggara; krisis yang dimulai di Thailand, Malaysia kemudian Indonesia, akibat kebijakan hutang yang tidak transparan. Krisis Keuangan di Korea; memiliki sebab yang sama dengan Asteng.

Kemudian, pada tahun 1998 terjadi krisis keuangan di Rusia; dengan jatuhnya nilai Rubel Rusia (akibat spekulasi) Selanjutnya krisis keuangan melanda Brazil di tahun 1998. pada saat yang hamper bersamaan krisis keuangan melanda Argentina di tahun 1999. Terakhir, pada tahun 2007-hingga saat ini, krisis keuangan melanda Amerika Serikat.

Dari data dan fakta historis tersebut terlihat bahwa dunia tidak pernah sepi dari krisis yang sangat membayakan kehidupan ekonomi umat manusia di muka bumi ini.


Apakah akar persoalan krisis dan resesi yang menimpa berbagai belahan dunia tersebut ?

Dalam menjawab pertanyaan tersebut, cukup banyak para pengamat dan ekonom yang berkomentar dan memberikan analisis dari berbagai sudut pandang.

Dalam menganalisa penyebab utama timbulnya krisis moneter tersebut, banyak yang berkonklusi bahwa kerapuhan fundamental ekonomi (fundamental economic fragility) adalah merupakan penyebab utama munculnya krisis ekonomi. Hal ini seperti disebutkan oleh Michael Camdessus (1997), Direktur International Monetary Fund (IMF) dalam kata-kata sambutannya pada Growth-Oriented Adjustment Programmes (kurang lebih) sebagai berikut: "Ekonomi yang mengalami inflasi yang tidak terkawal, defisit neraca pembayaran yang besar, pembatasan perdagangan yang berkelanjutan, kadar pertukaran mata uang yang tidak seimbang, tingkat bunga yang tidak realistik, beban hutang luar negeri yang membengkak dan pengaliran modal yang berlaku berulang kali, telah menyebabkan kesulitan ekonomi, yang akhirnya akan memerangkapkan ekonomi negara ke dalam krisis ekonomi".


Ini dengan jelas menunjukkan bahwa defisit neraca pembayaran (deficit balance of payment), beban hutang luar negeri (foreign debt-burden) yang membengkak--terutama sekali hutang jangka pendek, investasi yang tidak efisien (inefficient investment),dan banyak indikator ekonomi lainnya telah berperan aktif dalam mengundang munculnya krisis ekonomi.

Sementara itu,menurut pakar ekonomi Islam, penyebab utama krisis adalah kepincangan sektor moneter (keuangan)dan sektor riel yang dalam Islam dikategorikan dengan riba. Sektor keuangan berkembangcepat melepaskan dan meninggalkan jauh sektor riel. Bahkan ekonomi kapitalis,tidak mengaitkan sama sekali antara sektor keuangan dengan sektor riel.

Tercerabutnya sektor moneter dari sektor riel terlihat dengan nyata dalam bisnis transaksi maya (virtual transaction) melalui transaksi derivatif yang penuh ribawi. Tegasnya, Transaksi maya sangat dominan ketimbang transaksi riil.Transaksi maya mencapai lebih dari 95 persen dari seluruh transaksi dunia. Sementara transaksi di sektor riel berupa perdagngan barang dan jasa hanyasekitar limapersen saja.

Menurut analisis lain, perbandingan tersebut semakin tajam, tidak lagi 95 % : 5 %, melainkan 99% : 1 %. Dalam tulisan Agustianto di sebuah seminar Nasional tahun 2007 di UINJakarta, disebutkan bahwa volume transaksi yang terjadi di pasaruang (currency speculation and derivative market) dunia berjumlah US$1,5 trillion hanya dalam sehari, sedangkan volume transaksi pada perdagangan dunia di sektor riil hanya US$ 6 trillion setiap tahunnya (Rasio 500 : 6 ), Jadi sekitar 1-an %. Celakanya lagi, hanya 45 persen dari transaksi di pasar, yangspot, selebihnya adalah forward, futures,dan options.

Islam sangat mencela transaksi dirivatif ribawi dan menghalalkan transaksi riel. Hal ini dengan tegas difirmankan Allah dalam Surah Al-Baqarah : 275 : Allah menghalalkan jual beli dan mengharamkan riba.

Sebagaimana disebut di atas, perkembangan dan pertumbuhan finansial di dunia saat ini, sangat tak seimbang dengan pertumbuhan sektor riel. Realitas ketidakseimbangan arus moneter dan arus barang/jasatersebut, mencemaskan dan mengancam ekonomi berbagai negara.

Pakar manajamen tingkat dunia, Peter Drucker, menyebut gejala ketidak seimbangan antara arus moneter dan arus barang/jasa sebagai adanya decopling, yakni fenomena keterputusan antara maraknya arus uang (moneter) dengan arus barang dan jasa. Fenomena ketidakseimbangan itu dipicu oleh maraknya bisnis spekulasi (terutama di dunia pasar modal, pasar valas dan proverti), sehingga potret ekonomi dunia seperti balon saja (bubble economy).


Disebut ekonomi balon, karena secara lahir tampak besar, tetapi ternyata tidak berisi apa-apa kecuali udara. Ketika ditusuk, ternyata ia kosong. Jadi, bublle economy adalah sebuah ekonomi yang besar dalam perhitungan kuantitas moneternya, namun tak diimbangi oleh sektor riel, bahkan sektor riel tersebut amat jauh ketinggalan perkembangannya.

Sekedar ilustrasi dari fenomena decoupling tersebut, misalnya sebelum krisis moneter Asia, dalam satu hari, dana yang gentayangan dalam transaksi maya di pasar modal dan pasar uang dunia, diperkirakan rata-rata beredar sekitar 2-3 triliun dolar AS atau dalam satu tahun sekitar 700 triliun dolar AS.

Padahal arus perdagangan barang secara international dalam satu tahunnya hanya berkisar 7 triliun dolar AS. Jadi, arus uang 100 kali lebih cepat dibandingkan dengan arus barang (Didin S Damanhuri, Problem Utang dalam Hegemoni Ekonomi),

Dalam ekonomi Islam, jumlah uang yang beredar bukanlah variabel yang dapat ditentukan begitu saja oleh pemerintah sebagai variabel eksogen. Dalam ekonomi Islam, jumlah uang yang beredar ditentukan di dalam perekonomian sebagai variabel endogen, yaitu ditentukan oleh banyaknya permintaan uang di sektor riel atau dengan kata lain, jumlah uang yang beredar sama banyaknya dengan nilai barang dan jasa dalam perekonomian.

Dalam ekonomi Islam, sektor finansial mengikuti pertumbuhan sektor riel, inilah perbedaan konsep ekonomi Islam dengan ekonomi konvensional, yaitu ekonomi konvensional, jelas memisahkan antara sektor finansial dan sektor riel. Akibat pemisahan itu, ekonomi dunia rawan krisis, khususnya negara–negara berkembang (terparah Indonesia). Sebab, pelaku ekonomi tidak lagi menggunakan uang untuk kepentingan sektor riel, tetapi untuk kepentingan spekulasi mata uang. Spekulasi inilah yang dapat menggoncang ekonomi berbagai negara, khususnya negara yang kondisi politiknya tidak stabil. Akibat spekulasi itu, jumlah uang yang beredar sangat tidak seimbang dengan jumlah barang di sektor riel.

Spekulasi mata uang yang mengganggu ekonomi dunia, umumnya dilakukan di pasar-pasar uang. Pasar uang di dunia ini saat ini, dikuasai oleh enam pusat keuangan dunia (London, New York, Chicago, Tokyo,Hongkong dan Singapura). Nilai mata uang negara lain, bisa saja tiba-tiba menguat atau sebaliknya. Lihat saja nasib rupiah semakin hari semakin merosot dan nilainya tidak menentu.


Di pasar uang tersebut, peran spekulan cukup signifikan untuk menggoncang ekonomi suatu negara. Lihatlah Inggris, sebagai negara yang kuat ekonominya, ternyata pernah sempoyongan gara-gara ulah spekulan di pasar uang, apalagi kondisinya seperti Indonesia, jelas menjadi bulan-bulanan para spekulan. Demikian pula ulah George Soros di Asia Tenggara.

Bagi spekulan, tidak penting apakah nilai menguat atau melemah. Bagi mereka yang penting adalah mata uang selalu berfluktuasi. Tidak jarang mereka melakukan rekayasa untuk menciptakan fluktuasi bila ada momen yang tepat, biasanya satu peristiwa politik yang menimbulkan ketidak pastian.

Menjelang momentum tersebut, secara perlahan-lahan mereka membeli rupiah, sehingga permintaan akan rupiah meningkat. Ini akan mendorong nilai rupiah secara semu ini, akan menjadi makanan empuk para spekulan. Bila momentumnya muncul dan ketidak pastian mulai merebak, mereka akan melepas secara sekaligus dalam jumlah besar. Pasar akan kebanjiran rupiah dan tentunya nilai rupiah akan anjlok

Robin Hahnel dalam artikelnya Capitalist Globalism In Crisis:Understanding the Global Economic Crisis (2000), mengatakan bahwa globalisasi - khususnya dalam financial market, hanya membuat pemegang asset semakin memperbesar jumlah kekayaannya tanpa melakukan apa-apa. Dalam kacamata ekonomi Islam, mereka meraup keuntungan tanpa 'iwadh (aktivitas bisnis riil,seperti perdagangan barang dan jasariil) Mereka hanya memanfaatkan fasilitas-fasilitas yang terdapat dalam pasar uang dengan kegiatan spekulasi untuk menumpuk kekayaan mereka tanpa kegiatan produksi yang riil. Dapat dikatakan uang tertarik pada segelintir pelaku ekonomi meninggalkan lubang yang menganga pada sebagian besar spot ekonomi.

They do not work, they do not roduce, they trade money for stocks, stocks for bonds, dollars for yen, etc.They speculate that some way to hold their wealth will be safer and more remunerative than some other way. Broadly speaking, the global credit system has been changed over the past two decades in ways that pleased the speculators (Hahnel, 2000).

Hahnel juga menyoroti bagaimana sistem kredit atau sistem hutang sudah memerangkap perekonomian dunia sedemikian dalam. Apalagi mekanisme bunga (interestrate) juga menggurita bersama sistem hutang ini. Yang kemudian membuat sistem perekonomian harus menderita ketidak seimbangan kronis. Sistem hutang ini menurut Hahnel hanya melayani kepentingan spekulator, kepentingan segelintir pelaku ekonomi. Namun segelintir pelaku ekonomi tersebut menguasai sebagian besar asset yang ada di dunia. Jika kita kaji pemikiran Hahner ini lebih mendalam akan kita lihat dengan sangat jelas bahwa perekonomian akan berakhir dengan kehancuran akibat sistem yang dianutnya, yakni kapitalisme ribawi

Penasihat keuangan Barat, bernama Dan Taylor, mempunyai keyakinan bahwa sistem kewangan dan perbankan Islam mempuyai keunggulan system yang lebih baik berbanding dengan sistem keuangan Barat yang berasaskan riba. Krisis keuangan yang sedang dihadapai oleh negara-negara Barat seperti USA dan UK memberikan kekuatan secara langsung dan tidak langsung kepada sistem finansial Islam yang berdasarkan Syariah. Sistem keuangan Barat sudah runtuh.... "Islamic finance and banking willwin", begitulah kata penasihat kewangan Barat. BDO Stoy Hayward says financial turmoil puts Islamic products in strong position.

According to the financial advisers Islamic banks areone of the few financial institutions who still have significant sums of money available to finance individuals and corporates, unlike their western banking counterparts, who will only continue to constrict their lending policies inlight of the current economic crisis.

Dan Taylor, Head of Banking at BDO Stoy Hayward, says: "As the riskprofile of Islamic Banks is generally lower than conventional western banks, this presents a more solid option for both retail and institutional investors and suggests that dealings with Islamic financial institutions will grow dramatically as people switch to more secure products in this environment."

"Further growth of Islamic banking in the UK will also be attributed to their more conservative approach to financing, as the risks are shared with theinvestor, much like the private equity model. In addition, it is more difficult for Islamic financial institutions to use leverage; therefore their risk profile is naturally lower," continues Taylor (Ahmad Sanusi Husein, IIUM)

Kembali kepada aktivitas riba para spekulan, bahwa Mereka meraup keuntungan dari selisih harga beli dan harga jual. Makin besar selisihnya, makin menarik bagi para spekulan untuk bermain. Berdasarkan realitas itulah, maka Konferensi Tahunan Association of Muslim Scientist di Chicago, Oktober 1998 yang membahas masalah krisis ekonomi Asia dalam perspektif ekonomi Islam, menyepakati bahwa akar persoalan krisis adalah perkembangan sektor finansial yang berjalan sendiri, tanpa terkait dengan sektor riel.


Dengan demikian, nilai suatu mata uang dapat berfluktuasi secara liar. Solusinya adalah mengatur sektor finansial agar menjauhi dari segala transaksi yang mengandung riba, termasuk transaksi-transaksi maya di pasar uang. Gejala decoupling, sebagaimana digambarkan di atas, disebabkan, karena fungsi uang bukan lagi sekedar menjadi alat tukar dan penyimpanan kekayaan, tetapi telah menjadi komoditas yang diperjualbelikan dan sangat menguntungkan bagi mereka yang memperoleh gain. Meskipun bisa berlaku mengalami kerugian milyaran dollar AS.

Dapat disimpulkan, perekonomian saat ini digelembungkan oleh transaksi maya yang dilakukan oleh segelintir orang di beberapa kota dunia, seperti London (27 persen), Tokyo-Hong Kong-Singapura(25 persen), dan Chicago-New York (17 persen). Kekuatan pasar uangini sangat besar dibandingkan kekuatan perekonomian dunia secara keseluruhan.Perekonomian global praktis ditentukan oleh perilaku lima negara tersebut.

Karena itu, Islam menolak keras segala jenis transaksi maya seperti yang terjadi di pasar uang saat ini. Sekali lagi ditegaskan, "Uang bukan komoditas". Praktek penggandaan uang dan spekulasi dilarang. Sebaliknya, Islam mendorong globalisasi dalam arti mengembangkan perdagangan internasional.

Dalam ekonomiIslam, globalisasi merupakan bagian integral dari konsep universal Islam. Rasulullah telah menjadi pedagang internasional sejak usia remaja. Ketika berusia belasan tahun, dia telah berdagang ke Syam (Suriah), Yaman, dan beberapa negara di kawasan Teluk sekarang. Sejak awal kekuasaannya, umat Islam menjalin kontak bisnis dengan Cina, India, Persia, dan Romawi. Bahkan hanya dua abad kemudian (abad kedelapan), para pedagang Islam telah mencapai EropaUtara. Ternyata nilai-nilai ekonomi syariah selalu aktual, dan terbukti dapat menjadi solusi terhadap resesi perekonomian.

Di zaman Nabi Muhammad jarang sekali terjadi resesi. Zaman khalifah yang empat juga begitu.Pernah sekali Nabi mengalami defisit, yaitu sebelum Perang Hunain, namun segeradilunasi setelah perang. Di zaman Umar bin Khattab (khalifah kedua) dan Utsman (khalifahketiga) , malah APBN mengalami surplus. Pernah dalam zaman pemerintahan Khalifah Umar bin Abdul Aziz, tak dijumpai lagi satu orang miskinpun!!!

Apa rahasianya? Kebijakan moneter Rasulullah Saw -- yang kemudian diikuti oleh para khalifah -- selalu terkait dengan sektor riil perekonomian berupa perdagangan . Hasilnya adalahpertumbuhan sekaligus stabilitas.

Pengaitan sektor moneter dengan sektor riil merupakan obat mujarab untuk mengatasi gejolak kurs mata uang -- seperti yang melanda Indonesia sejak akhir 1997 sampai saat ini. "Perekonomian yang mengaitkan sektor moneter langsung dengansektor riil akan membuat kurs mata uang stabil." Inilah yang dijalankan bank-bank Islam dewasa ini, di mana setiap pembiayaan harus ada underline transactionnya.Tidak seperti bank konvensional yang menerapkan sistem ribawi.

Tantangan umatIslam dewasa ini adalah menunjukkan keagungan dan keampuhan ekonomi syariah.Tidak hanya bagi masyarakat muslim, melainkan juga bagi masyarakat non muslim,tidak hanya di Indonesia tetapi juga di dunia international. Islam ternyata mewariskan sistem perekonomian yang tepat, fair, adil, manusiawi, untuk menciptakan kemaslahatan dankesejahteraan hidup, tidak hanya di dunia, tapi juga di akhirat . Wallahu a'lam.
